Summary of ILP Paper: Streetlight Repairability Reliability & Durability Comes of Age

France has introduced Europe’s most ambitious durability, reliability and repairability laws, shifting product regulation from a narrow focus on efficiency to a broader expectation of longlife, repairable, and transparent electronic products. While lighting is not yet formally included in the mandatory scoring system, the legislation’s principles apply directly to streetlight LED luminaires, which depend on photocells, photocell nodes, electronic drivers, and light engines thermal stability, and controlled lumen maintenance. 

The French framework consists of two mechanisms: 

  • The Repairability Index, scoring products on ease of disassembly, sparepart availability, documentation, and part pricing. 
  • The Durability Index, expanding the assessment to reliability, robustness, and longterm performance. 

These rules align closely with the EU’s RighttoRepair Directive and the upcoming Sustainable Products Regulation, both of which Ireland and the UK are preparing to implement. As a result, France’s model offers a preview of the future European expectations for streetlighting, and this is discussed in the ILP paper.
